EMS Agencies in Shiloh County

 

 

 

Municipal

 

Shiloh County FD

 

Shiloh County Fire Is the primary EMS agency in Shiloh County. They first started EMS operations In Fort Shannon in 1977 with one used Cadillac ambulance and one paramedic squad. Prior to that Shiloh County hospital ran EMS operations and only operated ambulance attendees who were minimally trained. After a city councilman's son was killed in a car accident in December of 1974 he pushed for a better trained service. After determining that the county fire department was the only agency that had the resources to handle taking over EMS with the exception of Crescent Falls where the hospital adopted the EMS system several years prior. In 1979 The county absorbed the Arcadia volunteer ambulance corp and in 1983 the county took over Essex township EMS. In 1988 County Fire took over St Agatha's EMS and expanded there Service to Clinton and Delmore. In 1996 the township of Essex wanted to start there own local service due to poor response times but was refused by the county govt. In 1999 Essex received certification from the state to start there own service and in 2000 discontinued using the county system. In 2003 Kimberly followed suit and discontinued service from County EMS. They formed a contract with Metro Star Ambulance which now provides 911 Units

Essex Township Emergency Medical Services

 

The original Essex Ambulance was a volunteer service that started operating in 1944. In 1983 the county forcibly took over there service much to the displeasure of the town. The County ambulance would be called out of essex on a regular basis to back up other county served areas. In 1996 Essex Township council voted to discontinue county services and start there own service. Due to the county fighting the town the whole process took 3 years The operating certificate was granted April 23, 1999. Essex had an emergency contract with Crescent Falls university hospital EMS

 

Service didn't begin until January 1st, 2000. Essex township Emergency Medical Services (ETEMS) was granted ALS certification in 2004. Prior to that ALS would be called in from Crescent falls

Hospital based

Crescent falls university medical center

 

In 1969 Crescent falls UMC (CFUMC) in partnership with the state started one of the first Paramedic programs in the state. Already having an ambulance program since 1886 The hospital decided to implement EMTs instead of the attendants. By 1971 CFUMC had a comprehensive EMS System. From 1996 to 2000 they provided EMS coverage to Essex Township. In 2004 CFUMC lost one of there paramedics in the university shooting incident.

Metro Star Ambulance

 

Founded in 1987 Metro star ambulance was founded. They are a private service that provides Kimberly with 911 service and most of the nursing homes around the county in addition to dialysis and being the transportation service for St Agatha's Hospital in Delmore. They are an ALS agency and have NICU and Critical care units. They run 20 Trucks on average during the day

Morse's Mill Refinery EMS

 

Morse's Mill Refinery Fire department has run EMS since the late 70s and have refinery employees cross trained as Firefighters/EMTs. They are the first responders to any emergency in the refinery but they generally do not transport unless it is an life threatening emergency. They are BLS only and are only toned out when needed. There call volume is very small and they only get about a dozen calls a month with a quarter of them being transports.

Crescent falls state university EMS

 

Crescent falls state university EMS is a volunteer student run agency that was formed in 2005 in response to the shooting incident. They are present at most school run events and respond to emergencies on campus. Response team is not certified for emergency medical transport

Law Enforcement Agencies

 

 

Fort Shannon PD (Disbanded)

Fort Shannon PD was established in 1827 as the main law enforcement agency for Fort Shannon. In 1947 it absorbed the Fort Shannon harbor police. In 1988 the first of many scandals hit when a hiring discrimination lawsuit occurred after the case went to the state supreme court and the state department of justice oversaw the personnel bureau. In 1990 a massive budget cut the fort Shannon police department cut hiring to an all time low and as a result the crime rate sky rocketed. After a independent study conducted by the state in 1993 that determined that by contracting with the county sheriff for law enforcement services that it would save the city money and increase the level of service. The FSPD union fought with the city and it went to court in 1995 On January 1st 1997 The FSPD was officially disbanded and all police powers were transfered over to the SCSD. All former officers were offered positions and most took jobs with the SCSD.

 

 

Fort Shannon School District Safety

Established in 1977 the FSSDS is an unarmed agency that was established in response to the rising youth and school crime in the county, It is funded by the school district and there are atleast 2 Safety Agents in every public school, adult education center and school district building in Fort Shannon. Initially had uniforms that mirrored FSPD. After an incident in 1986 where a FSSDS Sergeant was killed after mistaken for a police officer after he walked into a deli that was being robbed the uniform was changed to a Gray shirt and blue pants with no badge. In Addtion the Security cars were changed from a powder blue to white with a black stripe. FSSDS Also began to arm there agents with PR-24 Night sticks. In 1997 after SCSD took over policing for Fort Shannon the uniform went back to Dark blue and the cars went from having a black stripe to a blue stripe. In 2004 Budget cuts due to the no child left behind act cut the FSSDS budget and as a result staffing is not sufficient for the current student population and generally anything larger then a small fight entails the sheriff getting called in.

 

Agents are peace officers and allowed to make arrests and carry batons and OC. They are unarmed. Many Agents are aspiring to be full police officers

Shiloh County Unified School District Police

 

 

Shiloh County USD police was formed in 2008 after the School resource deputies and school district security guards proved to be inadequate security for the counties many public schools. When the school district approached the sheriff's office after the 2004 Crescent falls university shooting. The sheriff department stated they couldn't provide any more due to budget cuts. Therefore the School district went about getting approval for starting there own in house police department. In 2008 approval was given to the school district and in July 2008 the first officers graduated the academy and slowly they phased out the security guards. Since the department is small mutual aid from the sheriff's department is often called out.
